Mercy Corps Resilience Fund – Kenya

Context / Problem Statement

As the COVID-19 pandemic spreads globally, people everywhere are facing both health and economic crises.

It’s estimated that hundreds of millions of individuals will lose their jobs around the world, and up to 100 million will be pushed into extreme poverty.

While wealthy countries have the financial resources and infrastructure to implement large stimulus packages, frontier economies such as those in Sub-Saharan Africa have extremely limited resources to combat even the short-term impact of the virus, let alone the long-term economic implications.

In countries such as Kenya, where over 90% of households subsist on less than $500 per month, COVID-19 will have an immediate effect on household food security.

Poor households living in Africa’s sprawling urban informal settlements risk being the hardest hit by COVID-19. In overcrowded settlements with limited access to water and sanitation infrastructure, the virus could spread rapidly, infecting large numbers.

Additionally, poor households, most of which are dependent on informal daily labor, will be hardest hit by restrictions on movement and closure of businesses, making it hard to access food and other basic items.

The impacts of these restrictions are already visible, as hundreds of thousands of informal workers are now without a source of income and are struggling to meet basic needs, especially for food.

Program overview

Mercy Corps Kenya designed a program to deliver electronic vouchers (e-vouchers) to 800 vulnerable households (benefiting over 4,000 individuals) over three months to mitigate the worst effects of the pandemic. This intervention targeted families living in urban informal settlements to stave off the worst impacts of containment measures, in particular to ensure that these households continue to access food and basic goods while they practice social distancing to reduce the virus’ spread

Mercy Corps’ partnered with SHOFCO, to identify the poorest residents of informal urban settlements. Mercy Corps selected households using a pre-established, clearly defined set of eligibility criteria.

After selection, Mercy Corps deployed an instantly usable solution: E-vouchers valued at $30 and mobile money transfers valued at $20 to targeted vulnerable households to be redeemed at local stores and vendors, known locally as dukas, that are supported through Mercy Corps’ partner, Sokowatch.

The primary objective of the solution was to strengthen purchasing power and flexibility as much as possible for the recipients of our transfers to enable them to meet a variety of critical basic food and non-food needs.

Mercy Corps in partnership with SHOFCO conducted a baseline assessment followed by post distribution monitoring after every monthly cash and voucher transfer.

Scope of work

Mercy Corps is looking for a consultant to support the carrying out of an end line evaluation of MC Resilience fund.

The purpose of the evaluation is examine the process leading to its design including whether it was the best option and modality given the circumstances as well as evaluate the program impact.

The consultant will leverage the initial baseline assessment data, and data from three rounds of monitoring and the final, endline data from a sample of recipient households to evaluate the program.

Specifically the evaluation will;

A. Assess the relevance, efficiency, effectiveness of the MC Resilience Program in response to the COVID-19 economic impact:

  • Examine the process of selecting the service providers (Sokowatch and Shofco) and assess if their methodologies of providing the services were suited to beneficiary and Mercy Corps Kenya strategic goals.
  • Review the beneficiary selection and verification process and assess the final beneficiary list aligned with program’s objective.
  • Review the suitability and relevance of the e-voucher design given the state of the cash programming in Kenya
  • Assess the effectiveness of the disbursement mechanism selected (the amount, frequency and channel used to disburse the support)
  • Assess the effectiveness of the monitoring mechanism including post distribution monitoring, CARM system and internal approval processes

B. Carry out data analysis of the data collected and develop a comprehensive beneficiary survey report:

  • How did expenditure and food consumption patterns change over the duration of the programme for each of the recipient groups?
  • After receiving the transfers, how does the use of negative coping strategies change among the different recipient groups?
    • Are any of the changes in the key indicators, cash-flow, investments, coping strategies, and debt influenced by or correlated with demographic factors, such as the sex of the head of the household or household size, individual vulnerabilities, such as chronic illnesses, or by human capital factors, such as levels of education?
  • How do recipient’s perceptions of their ability to meet their needs change over the duration of the programme?
  • Which cash modality had the largest effect on the programme’s key indicators (FCS, rCSI, satisfaction with the programme)? Is there evidence that modalities impact dimensions vulnerability differently (e.g. negative coping, reduced or lower quality consumption, etc.).

C. Identify and compile lessons learnt throughout the lifespan of the project to inform future programme design in similar context.

  • What were the key successes of the project, and what factors contributed to them?
  • What were the failures in the project implementation (role and responsibility, beneficiary identification and suggested improvements?


  • Conduct key informant interviews with stakeholders from Mercy Corps, Sokowatch and Shofco
  • Sample and survey beneficiaries
  • Review and analyse existing baseline data, voucher redemption data and post distribution monitoring data
  • Consolidate program results, lessons learned and recommendations


The key deliverables from the project are:

  • Inception / evaluability report, demonstrating understanding of the aims of the programme, the evaluation, and an analysis plan including an indicator map aligned to a finalized set of research questions.
  • Summary of findings from data analysis
  • Draft report for review by the team
  • A comprehensive, professionally designed evaluation report that includes summary of findings, beneficiary stories and recommendations.


Mercy Corps is looking for a consultant with vast experience reviewing evoucher programs.

Suitable consultants should send the following documents to the procurement address shared below.

  • A cover letter – explaining interest and suitability for the consultancy
  • Expression of Interest (EOI) should not be more than 10 pages and include:
  • Proposed methodology and approach to data collection, data quality assurance and proposed analysis framework.
  • Work samples (e.g. data collection tools, reports etc.) that demonstrate evidence working with similar assignments.
  • A proposed work plan that includes proposed dates and intended period covering the key activities (e.g. review of data collection tools, report writing etc.) taking into account the length of engagement.
  • A proposed budget that reflects cost and time for the planned activities in line with the length of engagement. Individual consultants to include their daily rates as well.
  • CV of consultant and any additional team member(s), if any – Kindly indicate proposed roles

It is anticipated that this engagement will take no more than 3 weeks to complete with a tentative kick off on the second last week of January 2021.

Precise timelines will be firmed up with the successful consultant.

Proposals will be evaluated based on the criteria captured in the annex section.

Reporting Lines

The consultant shall work under the direct supervision of the Program MEL officer and the program analyst with a dotted line to the country MEL coordinator.

Ownership and control of work/ publication

Ownership and control of all work products related to this scope of work, partner engagement and learning outputs shall belong to Mercy Corps. Any use of material, learnings or publications derived from the work product will require prior written approval from Mercy Corps.
