Legal Officer



The
International Livestock Research Institute (ILRI) seeks to recruit a Legal
Officer to provide legal guidance, expertise and support in a range of fields
including contracts, organizational and corporate law, labour laws, IP law to
deliver high quality, result-oriented and efficient legal support expertise to
the Institute.

ILRI
works to improve food and nutritional security and reduce poverty in developing
countries through research for efficient, safe and sustainable use of
livestock. It is the only one of 15 CGIAR research centres dedicated entirely
to animal agriculture research for the developing world. Co-hosted by Kenya and
Ethiopia, it has regional or country offices and projects in East, South and
Southeast Asia as well as Central, East, Southern and West Africa.

Contracts management and research support
·        
Maintain updated templates for ILRI
CRAs, MoUs, and other agreement formats
·        
Support the review and negotiation of
contracts, and advise to ILRI’s research programs and other units on all
research agreements, assessing legal implication, risks and ensuring compliance
with ILRI Policies and practice
·        
Maintain database of contracts and
contract information (subsequently to be linked to OCS)
Legal and corporate compliance
·        
Maintain -databases (SharePoint) of
key ILRI and Kapiti legal documents, assets, policies, procedures, legal
disputes, lab notebooks and other institutional records (including hosting
arrangements).
·        
Assist in legal research and
preparation of legal opinions.
·        
Provide litigation and case support
assistance to the IP & Legal Counsel.
·        
Assist in the creation of
institutional policies and procedure
ILRI hosting arrangements
·        
Host country agreements and global
offices
1.  Maintain e-databases (SharePoint) for all ILRI global
offices, operating agreements
2.  Monitor and ensure timely and accurate updates and
renewals of all host services agreements

IP management and compliance
·        
Provide legal support for IP and
legal compliance and management, in particular to ILRI programs, units and
institutional compliance committees.

Assist in providing legal
interpretation of CGIAR and ILRI IA Policies and national legislation, train
and disseminate legal requirements to staff
·        
Perform other tasks as may be
assigned from time to time to assist the IP & Legal Unit achieve its
mandate
·        
A Bachelor’s degree in Law (LL. B)
from a university recognized in Kenya. Candidates with relevant post-graduate
or other qualifications in IP Law will have an added advantage
·        
Post-graduate diploma in Legal
studies from the Kenya School of law
·        
An Advocate of the High Court of
Kenya
·        
Be of good standing and possess LSK
practicing certificate
·        
Have at least a minimum of two years
post-admission experience in a busy law firm that handles commercial contracts
and litigation
·        
Demonstrate good grasp of relevant
laws including but not limited to Laws governing International non-profit
organizations; Kenya Law and the Constitution of Kenya 2010; IP Law and related
International Laws and Treaties, Labour Laws and Corporate governance
This
position is job level 2D, ILRI offers a competitive salary and benefits

Duration: 3
years with the possibility of renewal, contingent upon individual performance
and continued funding.

The International Livestock Research
Institute (ILRI) seeks to recruit a Project Manager to be responsible for
several projects at BecA-ILRI Hub.
ILRI manages the BecA-ILRI Hub, a
shared research and biosciences platform. BecA-ILRI Hub is an initiative
developed within the framework of the New Partnership for Africa’s Development
(NEPAD)/African Union African Biosciences Initiative. It consists of a Hub
based on the ILRI campus in Nairobi, Kenya and a network of regional nodes and
other affiliated laboratories and organizations throughout the region. The
BecA-ILRI Hub is a modern, state of the art biosciences facility, a suite of
shared platforms established for research, capacity building and research
related services in support of African and international agricultural scientists.

Assist in project specific
opportunity pipeline to ensure timely delivery, compliance and adherence to the
Program Management Framework process
·        
Align the project level strategy with
the overall program strategy and highlight any variances to the Project Leader
for realignment/adjustment
·        
Lead, with the Project Leader, the
development of the project workplan
·        
Analyze the staffing needs for the
project and participate in the workforce planning process
·        
Contribute to the development of a
procurement plan and closely monitor and manage the procurement activities for
the project
·        
Ensure project documentation and the
different project activities are up to date and make the necessary update in
case of variances/ changes
·        
Liaise with the program manager to
review and update the projects exit strategy/sustainability plan by providing
project specific inputs
·        
Liaise with the program manager in
budgeting, assessing alignment and establishing timelines for the project work
plans
·        
Ensure the communication outputs
align with the program communication strategy and project communication plan
·        
Effectively manage the project
budget, ensuring proper expenditure, booking and appropriate burn rate and/or
highlighting any variances, and providing suggestions for resolution
·        
Maintain effective working
relationships with stakeholders and facilitate effective flow of information
between all partners, team members and relevant stakeholders in project
activities
·        
Work closely with the Monitoring and
Evaluation Specialists to ensure project level monitoring, data analysis and
reporting to support effective project management
·        
Coordinate the preparation of timely
and quality reports to be submitted to ILRI, Partners, and Stakeholders
·        
Lead the project management team and
build their capacity on ILRI Program Management Framework to enhance their
performance
·        
Act as the focal point for Program
Management Framework at a project level and be responsible for maintenance of
the same
·        
Responsible for the implementation of
closure activities for the project including the disposal of physical assets,
research materials and staff separation/ reassignment, archiving of
documentation, impact assessment in line with the PMF process
·        
Coordinate the preparation of timely
and quality reports to be submitted to ILRI, Partners, and Stakeholders
·        
Masters/ Advanced Degree in Business
Administration, Program Management or related field
·        
Program Management certification –
desirable
·        
At least 5 years’ project management
experience

Experience in development and
implementation of project management systems and tools

Track record of showing initiative

for the Accelerated Value Chains Development program (AVCD) for Kenya.
The position will to support the four
value chains in the implementation of the monitoring and evaluation activities
of the whole program and each value chain component.
ILRI works to improve food and

Assist the Program M&E specialist
in tracking and monitoring the indicators as stipulated in the AMEP
·        
Provide quality assurance all the
data from the value chain components and update the M&E platform data base
regularly
·        
Update the FTFMS regularly within the
timeline stipulated by the USAID
·        
Collate all the value chain
components’ GIS and ensure maximum accuracy by checking for errors and cleaning
accordingly.
·        
Manage and update the computerized
M&E platform regularly
·        
Participate in implementation of
field work for annual surveys – including training of enumerators, development
of tools, maintain quality assurance standards and checks.
·        
Work with value chain component
M&E specialist on data analysis in the value chains using qualitative and
quantitative methods and produce summary tables for the reports to monitor
progress of the value chains towards its research and development output and
outcome targets.
·        
Be the focal point for and support
Livestock Value Chain MEL activities
·        
Conduct the Livestock Value Chain
annual surveys
·        
Carry out routine monitoring of
Livestock Value Chain Activities, as guided by the livestock value chain
manager and in liaison with Field Coordinators
·        
Compile the Livestock Value Chain
reports as requested by the Livestock Value Chain manager.
·        
Update the Livestock
Value Chain database on a regular basis and ensure data quality.
·        
Participate in USAID Data Quality
Assurance (DQA) activities conducted by USAID from time to time
·        
Train staff on USAID FtF indicators
and coordinator regular tracking towards of achievements of set targets
·        
Masters’ degree in any of the
following fields: – Economics, Statistics, Mathematics, Social sciences
·        
Professional Training in Monitoring
and Evaluation
·        
Proficiency in the use of spreadsheet
packages (Ms-excel), database management systems, Ms-Word, Ms-Power-Point, the
internet, SPSS or STATA.
·        
At least five (5) years relevant work
experience
·        
Strong analysis skills (qualitative
and qualitative)
·        
Good communication, presentation and
report writing skills
·        
Collaboration and team work
·        
Strong and evident report writing and
editing skills is a requirement for this position
·        
Working knowledge of ODK and other
electronic data capture programming is an added advantage
·        
Previous experience and exposure to
USAID data requirements is an added advantage
