Job Description: Today vacancy in Kenya

Under the overall supervision of the UNOPS Senior Programme Manager, the Programme Management Specialist (Business Process Improvement) will work under the guidance of CHRO and will be responsible for the following duties:

1. Training activities

  • Coordinate system training (Umoja, Inspira, Field Support Suite (FSS)) for sections and staff in sectors. The training activities will include the key area of Umoja self-service.
  • Provide support to additional HR-focused Induction training programmes, using videos on specific topics. An effective solution is to record videos of a training session which could be further produced into shorter clips covering a set of entitlements, for distribution to all staff through the UNSOS/UNSOM website and other platforms. Video topics should cover HR policies and related system procedures as well.
  • Support Hiring Managers to complete key and mandatory programmes, including training focused on their system roles, e.g. Manager’s Self-Service (MSS) courses for Umoja and Inspira hiring manager courses.

2. Business Re-engineering

  • Conduct a workload study to evaluate the capacity of the Human Resources Section (HRS) to deliver in the two major locations: Mogadishu and Nairobi.
  • Further enquire on and submit recommendations on the feasibility of dedicating a HR Officer to the sectors/regions on a “cost-shared” basis. This officer should be stationed in Mogadishu or one of the sectors, to serve as “roving HR officer”, specifically dedicated to support staff and managers serving in the Sectors in Somalia, with their day to day HR needs.
  • Study further and advise on the feasibility of recalibrating the process of delivery of certain identified HR functions including the option of outsourcing, as appropriate. .
  • Consolidate and train users in the pillars/sections on best practices to standardise and adopt one tracking system for monitoring recruitment and other HR functions.
  • Support efforts towards the establishment of the UNSOS Integrated Client Support Centre, i.e. the one-stop-shop service for various support services including onboarding, separations and day to day processing of client requests. The Centre will include HR, Movements Section Field Technology Section, Security, etc.).
  • Review and facilitate standardization of templates for operations in Staff Selection / Onboarding, Post Management, Client Support and the Office of Chief Human Resources Officer (OCHRO) as appropriate.
  • Establish a repository of Frequently Asked Questions on budget preparation process in terms of the questions and concerns commonly raised; and common audit questions (both Internal and external Auditors).
  • Implement exit interviews to systematically collect best practices and issues by involving mission Best Practices Unit and the Gender Affairs Unit.

3. Workflow Automation

  • Build on ongoing efforts to establish a system of Business Intelligence (BI) for HR, to track and report on key Mission Leadership Compact imperatives; and for self-monitoring and accountability. The HR BI product would be a key tool for outreach and promotion of the work and achievements of the section.
  • Build on ongoing efforts to fully automate for shared use, workflows and HR tools for practitioners and clients, as recommended by the HRS Business Process Improvement (BPI) study
  • Examine the possibility of adapting and using the Separation tracking solution on iNeed CRM platform that is implemented in other UN Secretariat entities

4. Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Impact of Results

The results of work of the Programme Management Specialist (Business Process Improvement) impact directly on delivery of services that satisfy the requirements of the UNSOS HR Business Process Improvement (BPI) project implementation. The incumbent is responsible for ensuring activities are in line with the overall business targets and UN policies, rules and regulations. Successful delivery of tasks as above will result in:

  • A significant boost to the objective of achieving higher rates of client orientation among HR staff and assurances in client satisfaction.
  • Effective and sustainable service delivery based on solutions that both HR staff and clients will own and maintain. This will be done through the establishment of revised tools and resource databases for use by both HR staff and clients.
  • Achievement of goals and performance indicators of Leadership Compact of both Assistant Secretary-General (ASG) UNSOS and Special Representative of the Secretary-General (SRSG) UNSOM
  • Build capacity in HRS for continuous learning and improvement.*



** Education/Experience/Language requirements


  • A Master’s Degree, preferably in Human Resources, Business Administration or other relevant disciplines is required.
  • A Bachelor’s Degree in combination with additional two years of experience may be accepted in lieu of a Master’s Degree.

Experience: Required:

  • A minimum of five (5) years of professional experience in programme development and management.
  • A minimum of two (2) years of experience in globally dispersed teams.
  • A minimum of one (1) year of experience in applying structured project management methodologies for delivery of complex business projects.

Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply)

  • Skilled in use of MS Visio and MS PowerPoint.
  • Understanding of Internet, Intranet, Extranet and multi-tiered architectures.

Language Requirements:

  • For this position, fluency in English (read, write, speak) is required.
  • Knowledge of another official UN language is an advantage.
